More than 30 people are known to have died, and thousands of properties have been destroyed following Hurricane Harvey, which struck Texas earlier this week.
Texas state authorities estimate that the economy will suffer $125bn hit (£97bn) as many of the cities remain underwater.
Donald Trump visited Texas earlier this week after declaring a federal state of emergency in both Texas and the state of Louisiana.
He said that Texas faces a "long and difficult road" to recovery, adding: "There's probably never been anything like this".
